I have asked this question before without any explanation. Why do i occasionaly get a pop up saying,?

that i can't ask a question until i have 5 points. I have tried to go into the help files to find out what's wrong and sent posts i think to the moderators but never got any res ponce. It seams after a few days i can get back on as now. Has no one else had this happen. Also why is there nowhere to send a question to the moderators of questions. Like if one of your posts gets blocked where do you go to get in touch with someone to ask. thanks.
