Im helpless....what should i do?

ok, i got a puppy back in july, and at least once a week, i come home, and he is either off his leash, outside, or sitting in a pile of demolished crap that he got to. the off his leash part is bad because we have way too many hazardous things in our house to let him have the run of it, the outside part is bad because he can get out through the broken gate, he does have a microchip but people come speeding through our neiborhood at least three times a day, going 60 mph, and he could get hit, and i came home today and found him sitting in a mixed pile of a shattered cd, a very broken plastic hanger, dirt, leaves, the shredded remaints of my the front cover of my moms address book, and shredded paper everywhere. this is at least the 6th time i have come home and my puppy has been in a situation like this. he did not get anything stuk in his paws, and its been about an hour and a half and he hasnt gotten sick yet so i hope he didnt ingest anything bad. and all of these things have happened on my parents account, not mine. i am so sick and tired of my dog being in danger when i leave, and my parents obviously not caring enough about him to make sure he isnt near anything dangerous, i am literally at a loss of what to do. the fact that i could come home to a sick puking dog or a bleeding dog or even a dead dog makes me want to puke and it breaks my heart. i need help, desperately! im going to talk to my parents, but i dont know if it will work, and trust me, this will be at least the 20th time ive had to talk to them about my dog!
