Should governmental laws be restricted to those simply pertaining to harming another human being?

Illegal drugs and not wearing seatbelts can harm others too though. For example, by buying drugs you're financing drug gangs, and not wearing a seatbelt can kill others who are in the car with you if there's a crash. I see your point, but it would be difficult.
